U.S. Small Business Administration - Empower to Grow (E2G) Program Name of course: SBA Empower to Grow - Doing Business With Defense Logistics Agency (DLA) Internet Bid Board System (DIBBS) The SBA's Empower to Grow (E2G) Program, powered by Bidspeed, is pleased to present a short series of interactive, hands on training sessions on doing business through the Defense Logistics Agency (DLA) Internet Bid Board System (DIBBS). DIBBS is a web-based application that allows you to search for, view, and submit secure quotes on Requests for Quotations (RFQs) for DLA items of supply. DIBBS also allows users to search and view Requests for Proposals (RFPs), Invitations for Bid (IFBs), awards, and other procurement information related to DLA. DLA is the Department of Defense's (DoD) largest combat support agency. It provides worldwide logistics support in both peacetime and wartime to America's Military Services as well as civilian agencies and foreign countries. DLA sources and provides nearly 100 percent of the consumable items America's military forces need to operate, from food, fuel and energy, to uniforms, medical supplies, and construction and barrier equipment. DLA also supplies more than 84 percent of the military's spare parts. SBA Cooperative Agreement contract #SBAGC7J200001-04-00.
