Agency: Department of Health and Human Services | Office: Centers for Medicare & Medicaid Services Notice Type: Sources Sought Response Date: Centers for Medicare & Medicaid Services are seeking to determine the availability of small businesses on the GSA Professional Services Schedule SIN 874.1 (Integrated Consulting Services), Mission Oriented Business Integrated Services (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) that have the capability to support CMS to provide the following: (1) Survey current enrollee call centers for hold times and disconnect rates, (2) Survey pharmacy technical help desks for hold times and disconnect rates, (3) Survey prospective enrollee call centers for interpreter availability and TTY functionality, (4) Survey prospective enrollee call centers for Medicare information accuracy, (5) Provide management and oversight of the project with emphasis on quality assurance processes; and (6) Analyze and evaluate findings, translate findings to performance metrics and compliance outcomes, transmit the results to CMS so that results can be posted into the Health Plan Management System (HPMS) and the Medicare.gov website at the conclusion of studies, and transmit the raw call data for each contract to CMS to post in HPMS along with the performance metrics. Capabilities must also provide the services of project management and computer programming staff, data analysts able to translate call outcomes to performance metrics, and a statistician experienced with sampling and study design, including the ability to set margins of error for the studies and precision levels for the number of calls to be placed.
