Background: The Corps of Engineers, Waterborne Commerce Statistics Center (WCSC) serves as the Federal Central Collection Agency, and is the sole U.S. Government source for U.S. domestic waterborne commerce and vessel statistics. The Office of Management and Budget pursuant to Title 44 U.S.C. 3509 and 3510 transferred primary responsibility for U.S. foreign waterborne transportation statistics mission from the Bureau of the Census to the Corps in 1998. Funding for this activity is used to develop data that provide essential information for navigation project investment analyses and annual funding prioritization for operation and maintenance of existing projects; as project output information for computation of performance measures; for input into the U.S. National Accounts; and for regulatory, emergency management decisions, and homeland defense. WCSC will be modernizing its data publishing into a digital data platform (data access, data publishing and data management services) that will improve the ability to access, share, analyze and provide insights to all data assets with the development of an Open Data Portal, Performance Portal, and a Data Collection Portal with adopting a turnkey, secure cloud based, API-driving publishing data platform that scales on-demand with no legacy constraints and requires no coding.
