The U.S. Department of Agriculture, Food and Nutrition Service (FNS), Supplemental Nutrition Assistance Program (SNAP) intends to issue a procurement for the subject requirement(s) in Fiscal Year 2017. SNAP is seeking a Contractor to provide detailed technical assistance on several interconnected projects, at the national office and in specific states, with the overarching objective of advancing data-driven decision-making to drive improvements in program analysis and administration. This transformation will require expertise in business process re-engineering (such that we can do more with less resources), strategic planning, tool creation, and advanced data analytics to be applied within the areas of program integrity, improper payments, program analysis, policy what if evaluation, and program oversight, monitoring, and operations and maintenance of existing system and utilization of Agile development practices used for enhancements to existing system. -- Maintaining high-functioning streamlined code. -- Addressing user feedback and improving the user experience with enhancements/releases which do not exhibit abnormal behavior contrary to its intended or written specification, do not negatively impact users or other features/data contained in the Application, and result in 99% bug-free software releases. -- Ensuring the application remains modernized and compatible with current and new versions of the agency standard for web browsers, operating systems, and devices. -- Making recommendations and implementing approved technical architecture changes to optimize application stability, flexibility, performance, and scale-ability -- Preparing and maintaining system development artifacts as detailed in subsequent sections.
