The information provided may be used by VA in developing its acquisition strategy and Performance Work Statement. BACKGROUND: At the Department of Veterans Affairs (VA), the Office of Information and Technology�s (OIT) mission is to collaborate with our business partners to create the best experience for all Veterans. With its core values of transparency, accountability, innovation, and teamwork, OIT strives to become a world-class organization that provides a seamless, unified Veteran experience through the delivery of state-of-the-art technology. The information technology enterprise is vast and complex including 6000+ tools in the Technical Reference Model, 834 Applications, 8 Functional domains of security, 400 information security officers, supporting over 500,000 employees and contractors, and sustaining over 1,000,000 devices. Within OIT, the Account Management Office (AMO) is the trusted partner and advisor and to VA administrations and offices throughout the technology lifecycle. From strategic planning to program execution, AMO directly engages and supports the Veterans Health Administration (VHA), the Veterans Benefits Administration (VBA), the National Cemetery Administration (NCA), and the Department�s staff offices led by Assistant Secretaries. As part of its strategic shift to Development Security and Operations (DevSecOps), OIT is migrating to product line management (PLM). PLM consolidates technology systems and solutions, sharing common business needs, strategy, and objectives. PLM allows OIT to gain efficiencies and work more collaboratively with its business partners. AMO plays a key role in the move to PLM, serving as the bridge between OIT and its business partners across the five portfolios within PLM: 1. Veterans Experience Services (VES) 2. Health Services 3. Benefits, Appeals and Memorials (BAM) 4. Corporate Services 5. Technology and Platform Services (TPS) To address this issue, VA requires visualization analysis to understand the facts of the current state of the current and future complex products or systems. SCOPE OF WORK: This effort will focus on analyzing, documenting and visualizing portfolios by product line and how the product lines support AMO business partners. A series of visualization engagements will identify business partner operations, governance, processes, systems, interfaces, and data sources across portfolios and product lines. During this analysis, applications and business partner processes need to be captured and analyzed in order to have an accurate picture of the various demands, systems and impacts placed on the IT organization. Each visualization engagement will produce a visualization diagram. Each visualization engagement will identify a context and state at kickoff. The context defines the focus area of the diagram, and will be a specific product line, business partner, program, application, or other key area. The state defines the timeframe of the diagram. Each visualization engagement will deliver clear findings and recommendations to VA leadership, and the ability to directly support OIT and business partner operational needs. Transformation support offers ongoing maintenance of previously developed visualization diagrams as well as leader support and derivative products. The purpose of this effort will be to provide visualization and operational support to OIT, AMO, and its VA business partners during the continued implementation of product line management.
