The Department of Health and Human Services National Institutes of Health (NIH), Office of Acquisition and Logistics Management (OALM) is seeking qualified small businesses with the following capabilities to help manage a Historically Black Colleges and Universities (HBCU) pilot program. OALM provides leadership, advice, and oversight in acquisition and financial advisory services to the National Institutes of Health (NIH) as it improves the health and health care delivery of people worldwide. In accordance with the White House Presidential Executive Order, The White House Initiative to Promote Excellence and Innovation at HBCUs, the Office of Acquisition and Logistics Management launched The Path to Excellence and Innovation, a pilot HBCU program, in 2017. Since its inception, the program has provided technical assistance, training and outreach for HBCUs to increase their capacity to compete for Federal contracts and grants. The potential vendor shall provide technical expertise as it pertains to program management and quality control for the PEI program. Expert knowledge of strategic communications within the NIH, across multiple government organizations and small business stakeholders is imperative.
