Thu, Jun 18, 2020 - 9:00 AM PACIFIC TIME - June 18 - Department of Health and Human Services (HHS) Sources Sought Webinar for Data Analytics Services ACF DATA ANALYTICS CONTRACT PERFORMANCE BASED STATEMENT OF OBJECTIVES PURPOSE The purpose of this solicitation is to obtain data analytics services in support of ACF�s portfolio that will significantly improve internal operations and/or the delivery of human services. SCOPE The purpose of this solicitation is to provide a variety of data analytics services across the Administration for Children and Families (ACF). This may include such activities as improving the efficiency and/or effectiveness of existing data processes; data collection; improving the dissemination of data; assisting with assessment, evaluation, and integration of new data analysis technology trends; and/or direct data analysis within specific areas. The work to be performed under this contract shall be within the general scope of this SOO as described herein. The Contractor shall furnish and make available all personnel, supplies, equipment, material, data, facilities, and services necessary to ensure that all work is performed as prescribed and according to the terms and conditions of this contract. BACKGROUND The Administration for Children and Families (ACF) fosters the health and well-being of families, children, individuals, and communities. It provides leadership, partnership, and resources for the compassionate and effective delivery of human services. ACF is comprised of nineteen offices including the Office of Regional Operations, which represents ten regional offices across the nation. Program offices have specialized missions supporting initiatives that empower people and improve access to services. The program offices award grants to state and local governments, non-profit groups, faith and community-based organizations, American Indian tribes, and Native American communities. They also provide technical assistance, guidance, and overall supervision to grantees responsible for direct delivery of services. PROGRAM OBJECTIVES Through this solicitation, ACF expects to improve its internal operations and/or the delivery of human services. First, ACF seeks to expand data usage across ACF to inform better decision making. Additionally, ACF seeks to advance its capabilities to provide services through the use of advanced analytics. PERIOD OF PERFORMANCE The project start date shall be within ten (10) days after the contract award. The period of performance is twelve (12) months after contract award. PLACE OF PERFORMANCE The majority of the work involved in the execution of this contract is performed at the ACF central office government site located at 330 C ST SW, Washington, DC, 20201 and at contractor sites.
